    地域分区发展特征发展方向
    苏南地区资源脆弱性程度较高;综合脆弱性情况相对乐观;脆弱性致因多为单一要素;乡村集聚与脆弱性关联发展态势良好,多为HL型和HM型塑造以关键技术领域核心突破为标志的科技创新能力,推动产业要素集聚,优化资源利用效率,提升新兴产业的成果转化能力和国际竞争优势。
    苏中地区经济脆弱性子系统为中度和重度脆弱程度;脆弱性致因多为复合型要素;乡村集聚与脆弱性关联发展情况多样,HL、HM、LH和HH型均有所体现注重确立发展特色,积极借助南京和上海等地的教育资源、科学技术和创新能力辐射,加快打造现代化产业特色,持续推进经济发展和区域融合发展,打破行政区划界限。
    苏北地区资源禀赋条件良好,多处于轻度脆弱水平;经济脆弱性程度较高;综合脆弱性情况极度恶劣;脆弱性致因主要为单一要素;乡村集聚与脆弱性关联程度发展情况多样,HL、HM、LH和HH型均有所体现,HH型地域单元集中,迫切面临转型发展需求充分发挥后发优势,深入挖掘资源禀赋优势,努力摆脱路径依赖效应,营造良好生态环境,提升绿色发展能力和吸引外资投入。可依托旅游业培育经济增长新动力,树立生态景观风貌和名牌效应。
