In this paper the background and undergo of first emergence of lasers in the world and in China have been briefly introduced.The main development of laser technology in early period (1961-1967) in China has presented,and the measures for promoting this development of laser technology,given by our government,have been emphasized.The achievements of research and development of laser technology in early stage gave the great and deep influence for next years.
