    Abstract

    Considering the decision-making for cooperation of fire attack and electronic warfare in multi-target attacking when the fighter is making ground penetrating, we proposed a decision-making method based on commanders'cognition. Firstly, the value of target is evaluated in aspects of campaign and tactics by commanders'cognition. Then, the effectiveness of fire attack and electronic warfare for target attacking is derived respectively by using the same method. Based on the target value and attack effectiveness obtained, an integrated operational effectiveness evaluation model is constructed, the integrated operational effectiveness and the cooperative attacking scheme are derived. Finally, the method is verified by simulation, and the result shows that it is effective for cooperative decision-making.
